General Terms & Conditions
DRIVER'S QUALIFICATIONS: Minimum age for all groups is 25. Drivers aged between 21-24 can rent a car from groups A, B, J and K after accepting an additional Young Drivers Surcharge, under the condition that they hold a driver's license for at least 12 months prior to the pickup day. Drivers over the age of 71 are subject to a Senior Driver Surcharge.
When renting a car in Romania, customers who do not hold a driving license issued by an EU/EEA country must also present an International Driving Permit among with their domestic driving license.
Damaged or expired driving licenses will not be accepted at the rental desk.
YOUNG DRIVER SURCHAGE: Young Driver Surcharge (YDS) allows customers between 21 and 24 years of age to rent Groups A, B J & K, under the condition that they hold a driver's license for at least 12 months prior to the pickup day, for an additional charge of €7/rental day, with a maximum charge of €70.
SENIOR DRIVER SURCHARGE: All drivers over the age of 71, are subject to an additional charge of 7€/rental day, with a maximum charge of 70€.
PAYMENT METHOD: The driver must hold a valid credit or debit card accepted by Hertz for all necessary pre-authorization amounts as well as pre-payments and settlement of final rental charges.
DEPOSIT FOR GUARANTEE: For rentals in Romania, upon pick up of the vehicle, Hertz will preauthorize an amount from the driver's credit/debit card as a deposit for guarantee which will be fully refunded at the end of the rental, provided no other charges arise. Please note that the refund can take up to 14 working days, depending on the issuing bank of the credit/debit card. The amount of the deposit varies according to the car group. Specifically:
- A, B, K, V3: 300€
- C, D, H, L, M, V4: 500€
- N: 700€
- YL, 9, V5, V6: 1000€
GRACE PERIOD: Detailed instructions on car pick-up will be provided for each Supplier location. At the end of the agreed rental period, Supplier allows a grace period of 29 minutes free of charge after which the customer will be charged with a minimum of one full day rental.
CANCEL / NO - SHOW FEE: Hertz has the right, in case a customer fails to cancel at least 48 hours prior to pick up, to charge a Late Cancelation of €40.
In case a customer fails to does not show up at the time of pick up, a No Show fee of €77, is effective if the customer hasn’t collected the vehicle within one (1) hour of the booked time/date, unless there is a travel delay (given that a flight number and/or travel details have been provided prior to the car pick up).
EARLY RETURN / EXTENSION OF RENTAL: There will be no refund for any unused voucher value/rental days. Ongoing rental extension should be arranged with Hertz Romania at least 48 hours before the intended/reserved rental expiry, to be charged as per valid retail tariff.
CROSS BORDER FEE: All vehicles except luxury categories might be allowed to travel abroad under special conditions and only on request from the local Hertz Office. Request must be made 5 days in advance of the rental pick up date and the cost is 70€.
THIRD PARTY LIABILITY INSURANCE: Covers the rented vehicle for claims from property damage and third party personal injury or death to the amounts specified by Romanian Law.
TRAFFIC FINES: Will be paid by the renter. If not, Hertz will pay them and will charge the customer with the full amount of traffic fine plus the Incident Administration Fee, 30€ per case, in order to cover all administration expenses.
COLLISION DAMAGE WAIVER (CDW /SCDW): The renters liability for damage to the rented vehicle can be reduced, as per Rental Agreement's term and conditions, to minimum charge of 600€ for Groups A, B, K, V3 750€ for Groups C, D, H, L, M, V4, 900€ for Group N, 1,300€ for Groups YL, 9, V5, V6 by paying daily a fee of €11, €16, €24 and €32 respectively.
The renter may reduce the above liability to a minimum charge of 150€ for Groups A, B, K, V3, 200€ for Groups C, D, E, J, P, V4, 300€ for Group Q, 400€ for Groups YL, 9, V5, V6 by purchasing the additional daily coverage, for a daily fee of €13, €17, €25 and €32 respectively.
Super Collision Damage Waiver (S.C.D.W.) can be accepted only after acceptance of Collision Damage Waiver (C.D.W.). Liability may in no case be restricted or cancelled for loss of accessories, document, for damage to tires and any other part on the undercarriage of the vehicle.
THEFT PROTECTION (TP): The renter's liability for theft can be reduced to 600€ for Groups A, B, K, V3, 750€ for Groups C, D, H, L, M, V4, 900€ for Group Q 1,300€ for Groups YL, 9, V5, V6. by paying an additional fee of €6, €8, €12 and €16 respectively. This excludes any thefts of personal effects.
SUPER COVER (SC): Τhe renter can be covered (with zero excess) in case of total theft or damage to the Hertz vehicle, provided that the renter has previously accepted the relevant coverage charges for CDW, SCDW, and TP, or has a reservation inclusive of these coverages, by paying additionally a daily fee of €7 for Groups A, B, K, V3, €10 for Groups C, D, H, L, M, V4, €10 for Group N and €18 for Groups YL, 9, V5, V6.
The following cases are not covered: Damage to the underside of the car, the wheels & tyres, broken car glass or loss of the vehicle keys and documents, burnt clutch, any damage due to the lack of oil or as a result of usage of incorrect fuel, damage to vehicle by being blasted, mined, or intentionally burned, damage caused due to influence by alcohol or drugs, damage caused by an unauthorized driver.
AIRPORT SERVICE CHARGE (ASC): For all airports rentals an 18% airport service charge is applied on the rental charges, excluding charges for fuel and damages to the rented vehicle.
WINDSCREEN PROTECTION (WSP): The renter's liability for damage on the windscreen of the car can be reduced, as per Rental Agreement's Terms & Conditions, to 0€, for a daily charge of €2 for groups A, B, K, €3 for groups C, D, H, L, M, €4 for Group N and €5 for Groups YL, 9 (with a maximum charge of 15 days).
INCIDENT ADMINISTRATION FEE (IAF): In case of an accident due to the renter's liability, the renter has the obligation to pay to Hertz a non-refundable fee of €30, to cover administration expenses.
FUEL POLICY: For rental durations of 1-2 days, the customer should return the car with the same quantity of fuel as shown at the time of pickup. In the event that the customer returns it with less quantity, the customer will be charged the value of the missing fuel. Additionally, a Refueling Service Charge will be applied, which today is €18.
For rental durations of three (3) days or more, the customer is required to prepay the cost of the quantity of fuel which is in the tank of the rented car at the pickup time. Upon returning the car –and only at this time– the customer may ask to be refunded with the value of the fuel in the tank at that time. In this instance, if the quantity of fuel in the tank is less than the one the customer has prepaid, then the Refuelling Service Charge will be applied, which today is €18. Any refund due will be processed through customer's credit/debit card.
The price per litre of fuel used is the average fuel price for the area where the car was rented. The Refueling Service Charge is €18, while Hertz reserves the right to change it in the future without prior notice. Any fuel refunds, disputes etc. must be resolved with Hertz staff at the time of the vehicle’s return. Hertz will not consider any disputes once the final invoice has been issued. A fuel policy leaflet is available on all Hertz Desks in five languages.
REFUELING SERVICE CHARGE: €18
ADDITIONAL DRIVERS: A charge of €5 per day has to be paid for each additional Driver. (maximum charge 10 days).
BABY SEATS: Available on request with the daily charge €7 per day. (maximum charge 10 days).
GPS: Available on request with the daily charge €10 per day. (maximum charge 10 days).
SNOW CHAINS: Available on request with the daily charge €8 per day. (maximum charge 10 days).
WINTERIZATION FEE: Winterization Fee covers the cost of kitting a rental car out with winter equipment; It concerns rental period from 1st of October until 31st of March.
DELIVERY/COLLECTION: Delivery/Collection outside Hertz offices is available on request basis. Minimum charge for Delivery or Collection close to a Hertz station is 30€ per Delivery/Collection. Out of office hours delivery/collection is available for €25/case.

FLEET AVAILABILITY: Hertz reserves the right to provide a different car model to that originally reserved of an equivalent or higher model type.
TAXES: All above rates and charges in this brochure are subjected to V.A.T. and other local fees.
